    AHRC Guidelines on the rights of people with disability during COVID-19 

    The Australian Human Rights Commission developed the Guidelines on the rights of people with disability in health and disability care during COVID-19 to help disability services and support workers and health care professionals take a human rights-based approach to decision-making during the pandemic, which has caused major disruption to society since the start of this year.

    NDIS changes for PPE

    Temporary changes in restricted areas of Queensland include allowing:

    • NDIS participants to claim the cost of personal protective equipment (PPE), including masks, for use when a worker is with them
    • NDIS providers to directly claim the costs of PPE for workers from the National Disability Insurance Agency (NDIA)

    The Tasmanian Government has announced that current border restrictions will remain in place until at least 1 December 2020.

    The current border restrictions will remain to allow sufficient time for the COVID-19 situation in Victoria to be controlled, ensure all required planning, monitoring and response capabilities are in place, as well as to allow Tasmanian communities and local businesses to prepare for possible border relaxations.

    "What's the process where a child with a disability has a family experiencing severe stress?

    Under provisions for vulnerable children, principals will contact parents/carers to discuss appropriate arrangements where the family is experiencing severe stress due to the functional impact of the child’s disability on providing care and supervision for remote and flexible learning (including via referral from external agency, mental health or other health service). In these instances, schools will take a collaborative family-centred approach to determine appropriate on-site attendance arrangements for children with disability.

    This will seek to address the severe stress families are experiencing and be consistent with the intent that on-site supervision is to be provided in limited circumstances only to limit the movement of people across metropolitan Melbourne as far as possible as part of efforts to slow the spread of coronavirus (COVID-19).

    Free reusable face masks for Victorians with disability

    People in Victoria who need care and support can now get two free face masks from their service provider or GP. The Department of Health and Human Services will be distributing 2.1 million reusable face masks to help slow the spread of coronavirus (COVID-19).

    CYDA advocacy during COVID-19

    There is a critical need to ensure that children and young people with disability and their families can access the following:

    • accessible testing with agreed supports for sensory needs, alternative communication and social stories
    • access to technology to support equal access to telehealth
    • priority access to personal protective equipment
    • continuation of chronic care plans

    CYDA has been privileged over the past few months to engage with so many young people with disability, families of children with disability, disability advocates, partners and other stakeholders whilst we all grapple with the impact of COVID-19. We have heard from almost 700 families and young people about the effect of the crisis on their lives. 

    We continue to amplify these messages to government, including endorsing the Open Letter to National Cabinet: Immediate Actions Required for Australians with Disability – COVID-19 and producing reports and submissions to inform the government on the situation for children and young people with disability.
