A Roadmap to an
Inclusive Education System

South Australia’s Roadmap to Inclusive Education sets out a clear, long-term plan to build a school system where every child is welcomed and supported to learn, belong, and thrive.

Developed through deep consultation with students and young people, families and carers, teachers, and education professionals. This is the first state-specific roadmap adapted from the ACIE National Roadmap.

The roadmap outlines three stages of reform from 2026 to 2040; from building strong foundations, to transforming systems, to sustaining inclusive excellence.

These actions provide a practical pathway to strengthen inclusive practice and ensure every student can learn and thrive in their local school.

About the project

The South Australian Roadmap to Inclusive Education and resource hub is grounded in lived experience, evidence, and co-design.

It has been shaped by:

  • 662 survey responses (2025) from students with disability, parents and caregivers, and teachers

  • Seven focus groups (2025) with students with disability, parents and caregivers, and educators

  • A co-design team (2025) including students with disability, parents and caregivers, and educators

The roadmap and resources were developed by CYDA to support long-term, system-wide change. It brings together community insights, research, and policy expertise to guide schools, sectors, and governments in strengthening inclusive education across South Australia.

The South Australian Roadmap to Inclusive Education was adapted through consultation and co-design, it is aligned with the ACIE National Roadmap, and is the first adaptation to drive state-based reform alongside its national counterpart. The roadmap is intended to guide and support long-term, system-wide change. Bringing together community insights, research, and policy expertise to guide schools, sectors, and governments in strengthening inclusive education across South Australia.  

The accompanying resources were co-designed and developed by CYDA to support change from the ‘ground up’ to support families and caregivers on their advocacy journeys, provide clear messaging around inclusion and inclusive practices for educators, and support and engage students in conversations about inclusion and community.  

This is a living project and will continue to be updated through ongoing consultation with children and young people with disability, families, and educators.

On 5 February 2026, CYDA hosted Thriving Teachers, Thriving Schools: The Power of Inclusive Cultures – an in-person event in Adelaide to launch the South Australia Roadmap to Inclusive Education.

It brought together education leaders, policymakers, teachers, and community representatives to explore how we can support the wellbeing of our teachers in 2026, and utilise the Roadmap to build teaching environments that are safe,  supportive and sustainable. 

Speakers included South Australia Chief Psychiatrist Dr John Brayley, Professor Peter Walker, a co-designer of the SA Roadmap Emma Ashley, and her young son Jerzy.

Disability Standards for Education

There are many other ways that CYDA advocates for inclusive education in South Australia and across the country. 

In late 2025, we made a submission to the government’s review of the Disability Standards for Education (DSE), which outline how education providers must protect the rights of disabled students.

We continue to argue that these Standards need to be strengthened, as many students with disability in Australia still face barriers, exclusion, and harmful practices.
