South Australian Roadmap to Inclusive Education

From strong foundations to transformative change

The South Australia Roadmap to Inclusive Education sets out a bold, long-term vision for transforming education so that every child and young person with disability is welcomed, supported, and able to thrive in their local school.

Developed through extensive co-design and consultation with students with disability, families, caregivers, and educators, this state-based adaptation of the ACIE National Roadmap is grounded in lived experience, evidence, and human rights. It reflects what South Australians have told us matters most: belonging, safety, meaningful participation, and high-quality teaching for every learner.

The roadmap outlines three stages of reform from 2026 to 2040:

  • Foundations (2026–2029): Laying the groundwork for inclusion and belonging

  • Systems Transformation (2030–2034): Embedding inclusive practice into policies and models

  • Inclusive Excellence (2035–2040): Sustaining a thriving, inclusive education system

Across each stage, actions are organised around five interconnected focus areas:

  • Culture

  • Community and connection

  • Communication and collaboration

  • Capacity and confidence

  • Consistency and commitment

Together, these priorities provide a practical framework for making inclusive education a reality, strengthening workforce capability, improving accountability, and ensuring students with disability can access education on the same basis as their peers.
