The way the NDIS defines and regulates providers matters for the thousands of children and young people who make up a large share of the Scheme.
It significantly impacts the safety, quality, and availability of the wide range of supports – including therapies, support workers and community – they rely on.
CYDA’s submission to the Department of Health, Disability and Ageing’s consultation on a new definition for NDIS providers highlights the need for stronger safeguards while protecting choice and flexibility for participants.
It emphasises that changes to the provider definition must not disrupt essential supports or limit access to the trusted local and community providers that many families and young people count on.
We call on the Australian Government to:
- Adopt a flexible definition of an NDIS provider as part of a registration model that strengthens safety and maintains choice and control
- Introduce the definition in clear and supported stages, prioritising higher-risk services
- Monitor the impact of the changes to make sure children and young people do not lose essential supports
- Provide clear and accessible guidance on provider obligations, particularly for self-managed participants and smaller providers
- Make sure families have access to plain language and Easy Read information about how the new system will work
Importantly, children and young people with disability and their families must be actively involved as these reforms are put into practice.
