The NDIS Amendment (Getting the NDIS Back on Track No. 1) Bill 2024 has raised significant concerns for CYDA and other Disability Representative Organisations (DROs).
The Bill fails to adequately address vital recommendations from the NDIS Review or include people with disability through meaningful co-design.
It has the potential to increase the difficulty involved in accessing support and to disproportionately affect individuals who lack support networks through expanded powers granted to the National Disability Insurance Agency (NDIA).
This joint submission explores how the proposed changes could hinder access to essential services and emphasises the need for a revised approach that integrates the voices of those directly impacted to create a fair, effective, and sustainable NDIS.
Key recommendations from CYDA and DROs include:
- Incorporating meaningful co-design with people with disability in all aspects of NDIS reform.
- Conducting trials and reviews of the proposed needs assessment and budget-setting processes.
- Requiring regular evaluations of instruments and frameworks with findings reported to Parliament.
- Ensuring whole-of-person assessments and providing individuals with their assessment reports.
- Involving people with disability in the design and implementation of NDIS support rules.
- Preserving flexibility in the types of disability supports available and removing restrictive provisions from the Bill.
